PUT /bgp/targets/{id}/toggle

Toggle the enabled state of a BMP target. Matches the ToggleSNMPTarget and ToggleCollectorConfig pattern. Use this instead of PUT to change enabled state — PUT does not merge the enabled field to prevent accidental disabling from partial payloads.

Auth: admin, engineer

Response: 200 OK — returns the updated target with the new enabled value.

Errors: 404 if target not found.
